Most calls come in one of two situations. Either something has broken down and heat is off, or a planned shutdown is coming up and the building needs bridge heating while the permanent system is out of service.

The breakdown calls tend to come at the worst times. Middle of the night in January. A boiler that tripped on a fault and won’t reset. A pressure vessel that failed its annual inspection and got red-tagged by the DOB. Flooding in the basement that took out the mechanical room. In those situations, the question is simple: how fast can you get here and how long will setup take.

For New York City specifically, there is an added layer. NYC heat law requires landlords to maintain indoor temperatures from October 1 through May 31. A building without heat during that period is looking at HPD violations, 311 complaints from tenants, and fines starting at $250 per day that increase sharply for repeat violations in the same heating season. Getting a rental boiler on-site fast is not just about comfort, it is about stopping the fines clock.

The planned calls are less urgent but just as important to get right. Tube replacement, refractory work, a fuel conversion from oil to gas, or a full boiler replacement where the new unit has a 6 to 16 week delivery lead time. In those cases, the goal is to plan the rental far enough in advance to avoid a rushed install. New York City has a large stock of pre-war buildings running one-pipe and two-pipe steam heating systems. These systems are old. Repairs take time. Parts are not always available off the shelf. When something fails mid-season, there is no waiting around for a fix.

When any of these happen during heating season, the clock starts immediately. Tenants call 311. HPD logs the complaint. The fines begin.

NYC Local Law 81 requires landlords to provide heat from October 1 through May 31 each year.

The specific requirements:

1. 6am to 10pm: if the outside temperature drops below 55 degrees F, indoor temperatures must be at least 68 degrees F
2. 10pm to 6am: indoor temperatures must be at least 62 degrees F regardless of outside conditions
3. Hot water must be maintained at a minimum of 120 degrees F year-round

Fines for violations start at $250 to $500 per day for an initial violation. A repeat violation in the same or following heating season goes up to $500 to $1,000 per day, with a minimum penalty of $1,000 plus $25 per day while the violation continues.

A broken boiler is not a defense against those fines. The obligation is to provide heat. A rental boiler is one of the few options that gets heat back on fast enough to matter.
